Permanent residency

Paraguay Permanent Residency: What Resolution 407 Means for You

Permanent residency is the second step after two years of temporary residency. Since 6 July 2026 you must prove that you actually earn an income. If you plan early, nothing is missing when you apply.

The basics

Two steps, two applications.

Paraguay’s migration law (Ley 6984/2022) starts everyone with temporary residency for two years. Only towards the end of that period can you apply for permanent residency. For most applicants there is no direct route to permanent status.

With permanent residency you receive a new Cédula that is valid for ten years. It is also the basis if you later consider citizenship.

Read offers carefully

Some providers advertise “permanent residency” for the first application. Legally, everyone starts with temporary residency. Always ask which step the price includes.

Resolution DNM 407/2026

What changed on 6 July 2026.

Under Resolution 407/2026, the migration authority (DNM) requires proof of income you actually earn for permanent residency. It distinguishes twelve categories. A diploma or a declaration of intent is no longer enough.

Typical categories for our clients are:

Pension

Proof through an apostilled pension statement. For many retirees the simplest route.

Foreign income

For remote workers and freelancers with clients abroad: contracts and proof of payment, apostilled where required.

Self-employment with a RUC

If you work self-employed in Paraguay you need a RUC. It must be active for at least four months when you apply.

There are further categories, for example for employment or your own company in Paraguay. In your consultation we check which category fits you and which evidence you need.

As of October 2026. The DNM had not yet published the exact thresholds per category. We will update this page once they are available.

FAQ

Frequently asked questions about permanent residency

When can I apply for permanent residency?

Towards the end of your two-year temporary residency, usually from month 21. The application must be filed before your temporary residency expires.

Is my university degree enough as evidence?

No. Since Resolution 407/2026 the authority requires proof of income you actually earn in one of twelve categories. A diploma alone is no longer sufficient.

Do I need a RUC?

That depends on your category. If you are self-employed in Paraguay you need a RUC, and it must be active for at least four months when you apply. That is why we clarify this before your first trip.

How high does my income need to be?

The thresholds per category had not been published as of October 2026. We keep track and tell you the current status in your consultation.

I got my temporary residency through another provider. Can you still help?

Yes. Our Permanent Residency package is made for exactly that. We review your situation, choose the right category and support you through the application.

What happens if I miss the deadline?

If your temporary residency expires without an application, in the worst case you have to start over. With Residency to Permanent we remind you in time.

In your consultation one simple question, what you live on, tells us which evidence you will need later and what you can prepare now.
